libebur128-dev software package provides implementation of the EBU R128 loudness standard (development files), you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libebur128-dev
libebur128-dev is installed in your system.
Make ensure the libebur128-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libebur128-dev *
You will get with libebur128-dev package name, version, architecture and description in a table
